I was watching a fairly old blender tutorial and in the video, the person was able to move and extrude a single vertex.
Why can’t I do it?

You may want to try the Blender forums instead of the Roblox forums.
Another good source of information is to just google the issue you are having, but title it “Blender 2.9 (or whatever version number you are using) move vertex”.
