Since the changes to ownership have changed on a community level, I think it further shows that any role with all group permissions should be considered as co-owners that are just as liable as the group holder for a game if not more. Therefore they should be allowed to pay for the publishing fee. Many groups use holder accounts that have no other purpose than to own the group so that the other people can seem like they hold an equal rank. I think changing that just makes sense.
