This is not a bug. Additionally, due to regional differences, voice chat is not available in some countries, as mentioned here by a Roblox staff:

VC and Camera Options Gone in Privacy Settings

Voice Chat is subject to regional differences. We are continuing to make changes so do check for access in the future.
