I think picture one is better then the second, use that.

The white background suits it, it enables people to see it’s a logo or sign from a few feet away. It suits the building, when number 1 is just black text and people might miss out on what it says because it’s not on a white background.

I’d reconsider your ideas with other developers to see what they think, however I personally think number 2 would suit it. If it could have a bit more scale added, meaning that you could move the white sideways a bit so the ‘OF’ in the text doesn’t kind of nearly cut off.

You could drop the text off, and the white both together. It could let alone just be the logo if people know what it represents and it is common to the state you are working on. If that’s the logo of the state, I’d say go ahead and keep it just as the badge/logo.

The second one is much clearer and more readable than the first. I’d personally go with the second one. If you feel it looks too plain, you could try adding a border or something. If you prefer the first one, try adding text stroke.
I personally prefer the second one, and I definitely agree with what @ModernJokes said too, move the text in a bit.
