Welding Characters for Animations

I want to make a game, and in that game I want the player to be able to ride a horse. I plan on giving the horse multiple animations along with the rider. (Walk, trot, canter, gallop). My question here is to animate the player riding the horse, would it better to animate the horse and player separately? Or should I weld the player to the horse and animate that together? If I were to weld that player to the horse, when uploading the animation, would the player replicate the test character’s animations correctly and would the horse be animated correctly as well?
If anyone knows the best route, it would be great for some feedback on this.
