Those Circles are called manipulators, they seem to be from the Plugin F3X Building Tools. Your Welcome!

always wondered about it since seen that in games

They are called “Handles” there is also a instance named handles that can be used on BaseParts!
Also keep in mind to set the adornee or else it wont be visible.
