What counts as "US source" for DevEx after Nov 1

I’m trying to figure out how the US-source portion of a payout is actually calculated after Nov 1.

From what I understand, the docs say withholding applies to purchases made by U.S. players. But in Creator Hub, there are two different metrics that seem related — and they don’t match at all:

  • Revenue by country → United States
  • Sale DevEx Rates → US 18+ Rate

In my case, the numbers differ by about 6x, so it’s definitely not a minor discrepancy.

I’ve already gone through the tax documentation, but it doesn’t clarify which metric is used. I also contacted Support twice, but both times got a generic “consult a tax advisor” response. The thing is, this isn’t really a tax question — I’m just trying to understand how the system itself calculates it.

My assumption is that “Revenue by country” is what matters, since the US 18+ Rate looks more like a bonus modifier. But I’d really appreciate confirmation from someone on the team.

Update — did the math and it’s worse than I thought.

If withholding hits the US 18+ bucket, the 42% bonus cancels out exactly:

0.0054 × 0.70 = 0.00378

That’s the standard rate. To the digit. The bonus just evaporates.

If it’s by player country instead, unverified US players drop to 0.0038 × 0.70 = 0.00266 — turning US traffic from the best segment in a game into the worst.

So either the age-verification incentive stops working, or US players become actively unprofitable compared to everyone else. Both reverse two years of Roblox telling us to chase exactly that audience.

Which one is it? Anyone else run their own numbers?
