What is config targeting, is there any documentation of it?

When you create a config:

What is this and where can I read about it? I obviously can infer that it’s for setting different configs for different groups of people, but that’s not enough information and I can’t find ANY documentation or forum posts about this.
For example, how does it interact with experiments? Or is it some extension of experiments? Would I get information about engagement of different targeting groups? I hope to find some resource that answers this kind of questions.
For those curious, those are the “segments”:

If I understand this right, this gives developers a lot of previously hidden metrics about individual players, like their country, play source, whether they provide Creator Rewards, etc…
Can’t this also be used maliciously, to give players that come from Home Recommendations a better treatment than remaining players, to boost game stats in algorithm…?

Just speculating, this might be related to GetConfigForPlayerAsync.

This feature is not a source of unfair algorithms. The developer is.

What I meant is that until now there was no way to tell apart who joined from Home Recommendation or who is considered “Highly Engaged Player” (for 500 HEP), and I assumed it is because in practice only those users matter for algorithm or something

Anyway, I just found the documentation for this:

I SWEAR those sections weren’t in the articles yesterday
