What is the best way to implement a Rotation-Based Booster Wheel?

I’m currently working on a game feature that involves a booster wheel that players can interact with to gain a boost in their character’s speed. However, I don’t know what the best way to do this is and how it should work.

If you guys have any suggestions on the best way to implement this mechanic please consider sharing. In addition, I wonder if there are any specific tools or resources that you recommend using and if any of you have a preferred design or implementation method for a rotation-based boost display that I should consider using. I’ve included a picture of my current wheel design for reference.

I eventually settled on this design, which is much simpler than what I had in mind. It works by tweening the blue colors from gray to blue depending on the booseter level. Instead of using a pointer, I simply change the transparency.
