What is the "Post withdrawn by author" thing?

Ok so I’ve been on the forum for a very few days and noticed there are lots of “Post withdrawn by author will be…” posts, but… What does that mean? And why does everyone use it?

I don’t know if this is the right cattegory, correct me if that’s the case, please.

It’s so that there is an a 1 hour wait until the post is deleted so that users can still flag them if they committed an offense.

This way, they don’t get away with it.

This means someone has deleted their reply/post.
