I’m curious how some games have OSTs from other games in their Roblox game? For example, I have heard music from Undertale, Deltarune, and Donkey Kong games in the Roblox game Eternal Towers of Hell. Where do these developers find these audios on the Roblox platform to add to their game?

they probably upload them and bypass the audio filter by changing the speed or pitch
Like @ScrollFrameRotation said, they probably bypassed Roblox’s Copyright protection.
Note that doing this is against Roblox TOS and can result in you getting banned by doing it. It’s always better to make your own soundtracks or hire someone else to do it since you’ll own the rights to it that way.
