which ui do I use for my game?

I like the second one. If I were to give advice, I would create a script for whenever you hover over a button, it will show the info about what it does. This might be too complex but it would look good if you use TweenService to make it much more smoother.
The second one is too hard to read. I think the first one is better, but you should just add more colors.

i put the notes on the sides for mobile players. they won’t be able to activate a MouseHover
event.
I feel the descriptions are unnecessary. Change FOV (field of view)
to just Field of View
, capitalize brightness, and change highlight interactables
to Highlight pick-ups
.
Also, maybe add a dark-to-light gradient inside of the UIStrokes. Hope this helps.

In my opinion adding more colours will ruin it.
In my opinion the 2 is better, but you should make the buttons bigger.
Number 2 is way better in my opinion, number 1 is too big and looks more like a prototype.
You could improve both if you add some sort of background or background effect.
2nd one.
Also, consider adding a blurred and darkened scene as a background instead of the black screen.
