Why did my ad just randomly stop pushing players?

So I launched an ad for 4 pm or 5 pm? (pst)
And here is the data I collected so far

Wave:

Starting of the ad roll out: 5:36 pm (pst)
Starting of the peak time: 5:47 PM (pst)
Peak time: 5:54 (pst)
decline time: unknown

I got 198 players for this ad and it just randomly stopped.
Why?
