Why is this user ineligible for a group payout?

This person has been in the group for over a year, is 13+, and hasn’t faced any moderation action on their account. What is the reason this person could be ineligible? TIA

Try clearing your cache, disabling your browser extensions, etc.

I’ve attempted to do a payout to this user on multiple devices. (IOS, macOS, and Windows PC). I’ve tried Google Chrome, Safari, and Microsoft Edge. I disabled all extensions on Chrome. I don’t think it’s a user-side issue.
