Why Roblox Moderation Said Wrong Content Maturity Label?

My game EXPLORE Dreamcore Weirdcore is mostly an exploration game. Every other “dreamcore/weirdcore” game like it is rated 5+ or 9+ and not social hangout. 35% of my playbase are <13 and now it’s rated 13+. I removed voice chat thinking that was it and appealed but it was denied without explanation.

I’ll try appealing again with changes? What do you think is making moderation say it’s Social Hangout?

I can’t speak for Roblox but it seems to me that it might be because you’re game has no “game” like features. While I haven’t played it, by the description and thumbnails of your game it looks more like a showcase, so it’s possible because it doesn’t have those features they assume that the next thing people are going to do in there is hangout.
