I have a rig I made in Blender and I must split it into multiple parts as it is over 20k triangles. I was wondering if I could rig it in Blender, export the multiple parts using FBX so it imports as one object, and still have the rig intact? Or would I have to rig it inside of Roblox instead after I weight paint and insert it?

No, if its rigged with weight paint and exported from blender you don’t need to rig it in roblox aswell. If it shows up with no rig or something like that you’re probably exporting it in wrong way, also you don’t need to separate parts if its over 20k tris just import it from Import3D section it studio.
