So let’s say I have a temp ban, warn, or whatever in past. And I have a game with enough currency to devex. Would my devex operation/game live troubles due to the bad user behavior history? What’s solution of this case?

If you got a very minor form of moderation and it was a long time ago, you should be fine. Roblox does take the time and offense into consideration.
The only terms of service violations they will crack down on hard are scamming, hacking, and phishing. You can learn more about it here:

As mentioned in both Crafter’s reply and the DevEx FAQs, each cash out request will be reviewed on a case-by-case basis. Roblox reserves the right to waive minor or dated infractions or hold major infractions against you permanently, affecting or disabling your ability to cash out.
This ban can affect your rating on whether your cash out request is accepted or not but it isn’t necessarily barring in itself. The best way to find out for sure is to try cashing out and seeing the status of your request. Recommend you wait some time before requesting if the ban is recent.
