No, you do not need to be 18 or over for Government ID. A passport can be obtained at any age, for example, even from when you are a baby. I’ve had a Provisional Drivers License from the age of 18, but it can be obtained from the age of 16 (well, 15 Years and 9 Months or older according to the UK Government website).
XBOX Age Verification is required explicitly for accounts marked 18 or over. Not that you need to be 18 or over to verify. It seems that if you’re Under 18, you don’t need to verify but it will restrict your access to social features to the strictest subset available.
