I found a really good plugin, but its 150 Robux right now, what do you think about buying this one?

There should be a free one. If not, check out some blender tutorials on how to make them and see what results you get with that. Or just use one from the toolbox, although i would suggest trying to make your own.

How long does it usually take to learn how to use blender for terrains? I am a complete newbie and still thinking if I need to install it or not
Oh it’s really easy! You just place a plane (a flat square) and subdivide about 3-5 times, then all you have to do is move the vertices either up and down.
