not sure whether this is a bug or not, but i realized whenever i go to delete any gui in game, they just stick there. and that also happens with resizing and repositioning and all that other stuff, just nothing changes. ive tried it with other guis as well, same thing happens. can i get any help?
Since the GUI is replicated on each client (Player) you have to go to every single player and delete it. This is how:
Players → [Select a player] → PlayerGui (GUI of the current player) → delete the element
Additionally: thats usually where exploiters put their exploit UI.

You have to delete it from the Players, find your name and then find the PlayerGui
