I’ve looked through dozens of topics and articles and it just isn’t clear to me.
Roblox does ban simulated gambling. Poker games exist, they are up with many players. That’s simulated gambling now is it not?
There’s others who claim such thing was removed a year ago. I don’t know anymore.
Anyway, I intended to make a Roulette… for the sake of laughing with my friends… it being obviously a simulation. with no robux involved ofc.
If it’s not allowed, is there any way to make it not look like… well, simulated gambling?

Yes, but the player/client must have to be 17+ to play.

Yes, they are allowed for 17+ games only. If you want to make them for 13+ games then you need to ensure they are unuseable so only for the sake of show.

Oh? Where is this stated? Community guidelines does say “simulated gambling” is prohibited.

None of them say anything about simulated gambling… Anyway.
I’m more wondering whether it’s allowed. If not, any way to make it… not “gambling” but rather a chance/luck game instead?
Updating our policy on simulated gambling
Our Community Standards prohibit gambling activities that include exchanging real money, Robux, or in-experience items of value. For a variety of reasons, including the complex global regulatory environment in which this policy falls, we reviewed our Community Standards and decided to adjust them to foster more age-appropriate interactions.
Specifically, simulated gambling will no longer be allowed on our platform. Any experience that has simulated gambling (i.e., playing with virtual chips, simulated betting) will no longer be allowed on our platform. By September 18th, 90 days from today, all experiences that include simulated gambling content will need to be updated to comply with our new guidelines or will be subject to moderation consequences.
Experiences will still be allowed to have unplayable gambling content (e.g., show a casino or people playing cards). Additionally, experiences that have games of luck or chance that are not casino or gambling based will still be allowed, such as bingo or arcade style games. Provided that they comply with our Community Standards, paid random item generators and lootboxes will still be permitted.
Is this a clear enough confirmation? The answer is no .

It is generally advised to create experiences for a broad audience.
If your intention is only to create a game for fun sakes however and that you are aware you will be restricting the audience, you are allowed to do as you please.
You should think about :
Goal of this experience.
Public interests.
Game longevity.
If you only refer to luck or chance games, plenty already exist.
An evident example are “RNG games”
