To upload audio, you must go to Develop - Roblox and select the audio file you wish to upload.
It is obvious that you’ve run out of uploads for the time being, so your choices are to either wait or verify your ID. Verifying your ID allows you to upload 100 audios a month.

[Update] Changes to Asset Privacy for Audio You ran out of audios. You have to wait it says the cooldown is 8 days.

If you’ve reached your monthly limit, unfortunately your only other choice is to look for audio provided by Roblox.
