While my tutorial may work, I do not really cover the softwares which generate heightmaps.
As far as I know, Azgaar’s Fantasy Map Generator is not necessarily built to do it but it’s free and works decently well if you know how heightmaps work and are able to edit them.
To respond to @GlowingGecko’s question: it depends on whether you’re willing to pay (and how much) or go 100% free.
A good free way to go is explained in the tutorial I made, as linked by @LuxEyes.
If you’re able to pay for softwares, you could Google for a ‘top x’ article and carefully read through them. Then pick the one you think suits you best (and is able to export .png because, since they’re 3rd-party software, I doubt they’ll have Roblox compatibility like a plugin or something haha)
