The Roblox rules state:
Since the age limit for Discord is 13+, you would not be allowed to share this link in your game as it could be accessed by players who are <13. Instead, the link should be placed in the social links section underneath your game on the Roblox website; this link will not be shown to players who are under the age of 13.

No, the only place where you can put external links is the social link thing. Otherwise, it’s against ToS.
You are not allowed to advertise it in the game due to you influence under age accounts being made or contributed to on the platform. Roblox already have a Discord social links option for the group/game as it will only appear for 13+ users.
If you wish to advertise your discord in your game use this feature.

Games can be age restricted to only be accessible to users over 13, but the official (and safest) way of promoting your Discord would definitely be through social links.
I don’t believe you can manually detect a player’s age since this would be an invasion of privacy.

ok then, well I was just looking at it since adopt me had social stuff in their game
though it wasnt direct
There is a way to check an account age, but not their in real life age, and if you’re using it to only let players with a certain age (for this case, over 13 years old which is 4745 days) it’ll be still against Roblox ToS.
You can advertise Twitter, Youtube, Twitch (I think) and Roblox links in-game, other links should be posted on the social links.
“The only links you are allowed to post on Roblox are roblox.com links, youtube.com links, twitter.com links, and twitch.tv links. No other links are allowed. Posting any other links will result in further moderation actions.”
