Hello. Does Roblox premium allow users to make hats? Like I’ve seen many users without being verified with premium, and be able to make accessory’s. I’m planning if its worth it to buy premium and one of the main reasons for me to get it is to be able to make accessory’s. I am aware of the current state of UGC and know that what ever I make will get drowned by many other hats. But I would like to try something new, and make an accessory as the final touch of avatars of mine and others.

No, you need to be a UGC creator in order to make hats, also this is not a development discussion and it belongs in #help-and-feedback, in order to make hats you need to follow this post Updates and Changes to the UGC Catalog Application
