That’s true but they are not advertising it or encouraging gambling in any way. In this case, the billboard for the casino could be misconstrued as encouragement for gambling at a casino.

False. In-game currency gambling that is not purchasable in any way is perfectly fine.
It’s still a grey area. But it’s something you should be weary on not only because it’s unethical for a kid’s game but it’s against the rules.

Though they go on further to say “that involves real money or Robux” all gambling is considered an area to be weary in. A perfect example of this is The Plaza. Though they changed their gambling system they still were banned.
It’s also ethically wrong to teach children gambling. I don’t think this applies to OP because his game is exclusive to a few clients. But even if you were able to get away with having full-on gambling your teaching people an extremely bad habit.

I do believe that “vapes” are against the Roblox terms of service. Other than that, I also believe that a simulation of gambling is also against the ToS. In other words, if you script a realistic simulation of real-life gambling, you would be instantly yeeted to Roblox’s unepic banland of horrors.
However, you are allowed to make builds of casinos, such as the Fallout: New Vegas “Vikki & Vance Casino,” which can be seen in games such as The Electric State DarkRP, and Two-Vault Studio’s FoNV projects.
