Does the ArePaidRandomItemsRestricted policy also apply to IsPaidItemTradingAllowed?

Lets say you have a game that has a pets system with trading on, and there’s a shop that allows you to only buy exclusive pet at a time (like pet simulator 1), no exclusive egg or rng involved.

Would this apply to the ArePaidRandomItemsRestricted policy?

From the best of my knowledge, ArePaidRandomItemsRestricted applies where the user pays Robux (or a currency that can be exchanged for Robux) for a chance at one or several items. IsPaidItemTrading applies when the user can trade with other users for items that can be bought with Robux (or a currency that can be exchanged for Robux). One, the other, both, or neither can apply to a game.
For the topic of this question, if the “exclusive pet” has no random chance behind it, but can be traded, it would fall under “paid item trading”, but not “paid random items”.
