You can still cut down on the actual grass mesh in half to about 30 tris instead of the about 60 I think you have going on, and most likely keep the thing sparse until a nice LOD system comes in.

My personal technique when it comes to vegetation in your game, is that you need to think about the part amount. Little things such as trees, bushes, and even grass. So I kinda see what you mean (That is using parts for grass) and I do agree but, I would use it to an extent. But you have a creative mind.
