Help creating an enemy movement system that is performant

I meant like in terms of what your game is. Tower defense? Open world? Hack n’ Slash?

Ah okay, yeah its an open world game I guess. It’s similar to vesteria – open world RPG game. There would be lots of enemies around the player at once so I can’t afford to use humanoid movers.

Generally speaking there’s a rough limit of 60 NPCs at a time using humanoids. Of course how frequently they spawn is also an important factor.
