How can I replicate the effect of neon ui?

Im trying to replicate this illuminating effect from yba

I’ve been searching around the dev forum but the only solutions i’ve found was replicating the effect using an image.

For ‘brightness’ specifically, yes. I haven’t tried what all the source is doing.
