How do I achieve this lighting?

I’m in love with the Tokyo city lights. To explain, this is what I’m imagining

I’m not good with lighting at all, (sorry if this is in the wrong category)
any idea on how to do this lighting?

Hey,

If you want that lighting you should probably go with Beams. And in those beams add some spotlight. Here a link. (make sure to make them more transparent because it’s night)

Realistic beam spotlight

Hello, so I lately discovered about beams and using them for realistic spotlighting, and I got my light (model) setup. But I have trouble finding a texture for my light. Does anyone have tips on finding or creating textures for realistic beam spot lights? I would like to get kind of a disco light effect (visible light rays). Thanks for any help!

As well as beams like @CheerfulStefannafets said, I would suggest turning on the Future lighting technology. It makes PointLights and SpotLights looks much better, which is the only light source in your picture.
