How does Roblox blur UI Instances?

Hi! I’ve been working on some more roblox stuff. So recently, I’ve been wondering:

How does roblox blur UI instances? Because, none of this is rendered on a part. But somehow, they manage to blur it. Is there a way to do it without glass & a surface gui n stuff? Example:
