Thank you so much. It doesn’t have to the the place name, it can also be the top bar. So that’s what the middle part of the cross is for. I press the arrow keys while holding the top bar because the cross shows up while holding the bar and it only moves the window’s position.

To fix this issue you have to hold down the top bar (of the smaller window) or the name of your game and then pull it into the exact middle of the screen.
