How to get plugin template?

I’m making a plugin where all my UI and other creations are accessible to other devs if they want. I’ve seen other plugins I use all have 1 thing in common, the same type of style on the top bar, shown on the images below.

I know this isnt very important but I am trying to create that kind of style to it, anyone know how to get it? Weither its in scripting or some type of option?
