I’m looking to make some keycards but I heard I need to make meshes for them.
How do I make meshes/what software can make them?

The most common software I see to make meshes is Blender and there are a lot of tutorials on it.

Consider using the search function this has been asked numerous of times, topic like this get brought up frequently. In the future please search first before creating a similar topic, just to see if your question hasn’t been asked already. I’m sure with a bit of research you’ll find hundreds of results.
