Memory Store throttled in-game, despite being extremely under Quota?

My game is getting throttled on every memorystore request:


“Recent MemoryStores requests hit one or more limits”

However I don’t understand how this is possible, if i’ve carefully implemented mechanisms for it to be under quota, supported by the lacking evidence of hitting any limits on stats:

so how is it possible for my requests to be throttled?
