Model Has Solid Color Shading: How?

I am trying to figure out how to get this effect on models:

(The color of each part is solid and not effected by regular shading, besides maybe ambient occlusion.)

I looked at the model in Studio and the material isn’t neon. No surface appearance either.

One interesting thing is that the lighting effects the entire model all at once. I think this is some hacky trick relating to setting all the lighting normals to one direction?

Yes, you’re completely right. It indeed is something related to the direction of the normals. As far as I know, this is only achievable with Blender 2.8 and above.
