I’ve been looking for this decal (I’m assuming it’s a decal, correct me if I’m wrong!) for a while now, and I’m interested in using it for a game of my own. I’ve seen many games using it for its buildings, however I can’t figure it out where they get it from.

I highlighted the exact parts that I’d be looking for.
You can achieve something similar in two ways that i know of… one is using a toned down neon part ( setting its transparency up a bit). Another is using a clear png decal with the color set to (800,800,800)… this produces a glare like its neon.

I know you’ve already found a solution, but I know this decal well, for I’ve used it many times and seen others use it many times. The decal is this: grime - Roblox. Before the Creator Marketplace update, this decal was super easy to find, and was thus often used on all sorts of weathered models.
