I’m trying to something like this but not an exact copy of the image, but the build right now feels very empty. Can anyone give mainly decoration ideas or anything that would make the build look better?
Moss, Decay, anything matching the image can help decorate. Skyroofs, foliage.

First off, that’s a really nice-looking build.
As for improvements in decor, a subtle tile or a carpet texture for the floor would help. The graffiti feels a bit out of place with the more modern style, paintings might be a better option? Also, note the wooden walls incorporated into the original reference image. A touch of orangish wood adds a nice bit of color to an otherwise very gray and green environment. The walkways also appear to have railings in the reference picture, something to break up those sections of concrete a bit. The final thing is the fact you have a very flat ceiling. In a lot of modern buildings including the reference image, there’s almost no single ceiling, beyond the small bit next to the skylight. The ceiling is almost tiered going up, so it’s interesting but not overwhelming to the eye even while standing on the highest or lowest level.
Thank you guys for the feedback! I made some changes to the build as to what was suggested and it turned into this. It looks much better but the hallways and the bottom floor is still very empty. Any ideas to what I can fill it up with?
I tried replacing concrete with custom materials but couldn’t find a good one, and I switched pointlights to spotlights and it looks pretty nice.

Honestly, I’m not sure either. In hotels and stuff in similar styles, there tend to be very… abstract paintings? Not an area I’m great at, just an option that can be explored.
As for the hallways and floors, I still stand by that some sort of tile would look better than just plain concrete using a surfaceapperance. The other thing to consider, I suppose, is what the use of the room was intended to be. You appear to be going for a slightly run-down style, but even in a run-down situation there tend to be remains of what was there before. The bottom in particular looks like it might be a food court of a mall, so maybe tables and chairs spread throughout? Simple benches and softer seating would generally be scattered throughout such an area regardless of the intended use. Another really minor thing, but the lack of railings around the stair openings in the floors really stands out to me, because that’d be a horrible safety violation IRL and you’d almost never see it. Another thing in the same vein as advertisement signs is simple directional signs. Exit signs and stair signs are the obvious ones, but I’ve also seen malls use large single letters on signs for navigation.
Might be fun to play with the lighting a bit, with a run-down look you can have flickering or broken lights, which gives a bit of extra contrast to play with. Otherwise, just some sort of decay patterns/decals on the walls can break up big areas of grey.
I guess one final thing I can think of to consider is, in IRL structures that are similar, people are the main feature. Depending on what the goal/use is, NPCs walking around or even just statically posed will fill in that space and make it much more interesting than anything you can place. Looking through google images for “Multilayer mall” can give a pretty good idea of what I mean by that.
Maybe like a chill area or cafeteria?
In all honesty, this build is seriously lacking some good lighting. Maybe try sprucing it up a bit?

Well I would try to increase the contrast a bit. Maybe add some sun rays coming in the windows. I would also recommend messing with the various lighting effects built into Studio (DepthofField, ColorCorrection, etc). Here’s a very old post of mine that might help you out a bit (really old but hopefully still relevant ).
Maybe some seating? Something modern and long.
