Need help with a spin wheel

I want to make a Spin the wheel for my game I have been searching for many tutorials on YouTube but I can’t find any that seem to help.
I see this in many cash grab games like this one

many games have this exact one but I can’t find a way to make one
if anyone can give me a step by step explanation on how to make a spin the wheel that gives weapons/gears then that would be VERY much appreciated.
