Need help with animated blender vfx

1. I want to achieve an animated vfx in studio.

2.Most of the videos i watched related on blender vfx with roblox showed how to make the vfx, import it into roblox, but not actually on how to animate it.

3. I looked around on Youtube and the Devforum and found it unanswered.
