I was trying to get on the Dev Forum earlier this morning on my iPad and want faced with this, it only happens on this device and this is the first time it has happened, but not the last. I tried a few more times and it still didn’t work. (I am using a different device to post this now)
I believe this was because the forum was under maintenance at that time as referenced in the announcement.

Forum experienced Read-Only Mode and a bit of downtime for about 3 hours earlier due to them performing maintenance. Refer to this for information: Developer Forum Maintenance 9/3/2020
I didn’t know that it was under maintenance (I have just checked and it is now working, thanks for telling me)
