Outfit Changer in game?

I want to make something thats like an extra outfit storage for me, but I don’t know if that in game avatar editor thing is public yet, has it been made public yet?

I believe the Avatar Changer from the Lil NasX concert game is public. I have not looked into this service myself yet so I don’t know it’s name or how it’s used.
