Reversed order example:
I believe this is because newer release notes are ordered at the top of the sidebar, though it may bear no relevance at all.
Odd sidebar layout:
Release notes 327-356 are on the bottom dropdown, release notes 357-366 are on the top dropdown. Why are they split?

Outdated thread as well as layout. Here’s a better thread that addresses the issue for the new layout:
Release note are currently displayed in chronological order under resources → release notes , beginning from Release #327 to Release #398.
As a developer, I am less interested in the older release notes and more interested in the newer ones. Scrolling all the way down to find a recent API change slows my workflow down.

The sidebar is also more clear now in specifying what each fold contains and I believe the split is intended as a way of sorting release notes between old and recent.
