What creates ‘Slow Servers’ and how can I fix them? A lot of them kept appearing in my game.

Look at this post 
The server that I see is ‘slow’ always has 0 players in it. Isn’t the server supposed to shut down?
It should. If not, shut down all servers, and take a look at it again.
