Why are characters now able to move their arms, and how do I disable it?

I have not added anything to my game that would allow this, it just started happening a few days ago, so I am assume it is a Roblox update I am not familiar with or aware of.

Users are suddenly able to reposition their hands in unusual ways:

This is being abused in my game to simulate sexual activity, so I would like to disable it. How can I do so?

Yes, in the game settings in the Communication tab turn off “Enable camera”
