Why debuging isn't working in test mode with local server

Debugger does not work during Local Server studio sessions

I had a bug that was only reproducible by running in Local Server with two players (it was a real bug, but more of a race condition type thing) but the debugger was not recognizing my breakpoints in LocalScripts. I remember the debugger working here in the past since I’d often run into “Rendering stopped for debugging” or something like that, not sure what happened.
