Why do so many groups sell ranks if it is against TOS?

Why do so many sell ranks if it is against the roblox TOS?
I thought selling group ranks on roblox is illegal, but some say otherwise.
Lots of groups with tons of members sell ranks, yet again they say it is okay, but I am sure it is wrong.
“Selling group ranks is not a transaction expressly permitted by ROBLOX and is against the terms of service”
Well, reports in my opinion aren’t very much considered, also there is too much groups on roblox to even handle the situation. I think we as users should be able to report a group that is violating TOS to a person who will straight up deal with it.
