Why i don't have acces to ugc?

It’s said that roblox released public ugc. Is the feature not rolled out completly yet? I verified my id long time ago and i still don’t have the option to upload accesories. Studio doesn’t work too, I cannot publish accesory as accesory.

The Roblox UGC feature is still not entirely public. You have to apply to it through the devforum.
