Why the animation Id doesn't work

And do you have any errors at the output?

Set animation priority to action. Make sure the rig type is correct. If so, test it on a dummy rig using a script to play it. Does the problem persist after doing so?

This is because you do not own the animation.

If the animation isn’t published by you and you use a “LoadAsset” service, that’s probably the main reason.
